This is a reland of https://chromiumcodereview.appspot.com/833063003/,
which failed on some CrOS ARM bots due to the new headers not being present on
all ARM boards. With this iteration I'm additionally gating the CL on
use_v4lplugin, which is a workaround to further limit this to be
compiled on relevant platforms only, previously it was supposed to be
present on all ARMs and rely on dynamic selection of the proper codec
class. This will be restored and fixed shortly.

An AcceleratedVideoDecoder is a video decoder that requires support from an
external accelerator (typically a hardware accelerator) to partially
offload the decode process after parsing stream headers, and performing
reference frame and state management.

In this design, the hardware-independent decoder implementation interfaces
with a HW-specific Accelerator to offload last stages of the decode process.

Add the interface for AcceleratedVideoDecoder, decoders for VP8 and H264,
V4L2-specific Accelerators for VP8 and H264 and a common accelerator/client
class for V4L2.

Stop the daemon process from repeatedly starting up and shutting down the network process when the host has been unregistered.

We have two bugs in the chromoting host that caused the repeated startup and shutdown of the network process when the host has be unregistered:
1. The host process never exits naturally. As a result, the WorkerProcessLauncher in the daemon process never receives the exit code and thus isn't aware that a "permanent" error occured.
2. If a host has service account enabled, it gets kInvalidOauthCredentialsExitCode instead of kInvalidHostIdExitCode if the host has been unregistered in the service directory. But we only disable the service upon the latter.

Issue 1 is a regression from https://codereview.chromium.org/891663005 which added a dangling reference to the UrlRequestContextGetterin HostProcessMain. This leaked object will also keep the Network task runner, and thus the UI task runner alive. So the message loop in HostProcessMain never quits.

I created crbug.com/475213 to track the original DCHECK.

The video renderer may request wall clock times before the audio
renderer has notified the renderer that it has underflowed.  We
should refuse to convert wall clock times as soon as an underflow
state is detected, instead of waiting for the renderer to pause
everything on the media thread (which may be backed up for decoding
or other events).

- Move minWidth to the url bar itself from container to fix the white
  bar at the bottom.
- Add isHidingTopControlEnabled to the DelegateFactory inside
  WebappActivity. This was missing since inside WebAppActivity we are
  reextending TopControlVisibilityDelegate which has default Tab
  behavior.

This will help us to know if the failure of later RELEASE_ASSERT(
!needsLayout()) is because the layout fails to clear the flag, or
needsLayout is set after layout and before the later assert.
