[TF-7737] Fix incorrect attribute type for RegistryModule.VCSRepo.Tags

Description

Fix incorrect attribute type for RegistryModule.VCSRepo.Tags. The attribute was declared as a string, when it should be a boolean. This feature is currently still in BETA.
