Bump version to 8.6.0 and fix autotick bot and re-enable ppc64le #64

I guess the missing update affects also other feedstocks:

This is because the latest dartsim can't be installed on windows as dartpy is missing (see conda-forge/dartsim-feedstock#95). Switching to depending on dartsim-cpp should fix hte issue.

The issue is not that one, it is something else as gz-physics already depends on dartsim-cpp .
