Reliably Focus Properties Panel on Lint Error Click

Focusing the properties panel when clicking a lint error on the canvas or in the error panel doesn't work reliably.

The reason is described in bpmn-io/properties-panel#186. To fix this issue we need to integrate the following changes:

• Do Not Account for Async Rendering of Properties Panel bpmn-io/properties-panel#186
• Use Timeout to Account for Async Rendering of Properties Panel linting#19

In order to avoid using timeouts this will need to be fixed properly in the near future. Solution approaches were discussed with @barmac and @nikku.
