ci: do not bail if unrelated steps fail #3643

What's the problem this PR addresses?

Just a minor annoyance - the fact that all remaining steps stop when a single step fails.

How did you fix it?

Added a bunch of if: always() conditions so that steps are still run even if unrelated previous steps fail.
