Description

In METv10.1, the ensemble-stat tool has been split into two distinct tools: gen-ens-prod (new tool; creates ensemble products) and ensemble-stat (calculates ensemble stats). While METv10.1 supports backward compatibility of old ensemble-stat tool (product generation + ensemble verification), it would be good to pivot to new functionality/tools before it becomes deprecated.

Solution

Breakout out current ensemble verification that uses MET ensemble-stat tool into gen-ens-prod tool and ensemble-stat tool.
