- `go tool vet` is now called `go vet` - Update function comments to actually start with the function name
go-open-service-broker-client has moved from github.com/pmorie to sigs.k8s.io; update imports to match.

go-open-service-broker-client has moved from github.com/pmorie to sigs.k8s.io; update the imports to match. See kubernetes/org#893
Note that I only did the minimum for the move here (and to get checks to pass locally); I did not do any other updates. I figure anything else interesting could be done in additional PRs.
