Source scope not updated in multi-module runs

Description of the issue

The source scope is not being set correctly to enable configuration across multiple configurations that might exist for default baselines in a module.

Related to microsoft/PSRule.Rules.CAF#98

Expected behaviour

Fix language scoping selection.

Error output

Caused by not being able to read configuration when calling a rule.

The parameter 'prefix' is null.
