Similarly to libp2p-ratelimit, this isn't used by anyone and hasn't seen any usage.
libp2p-observed was originally a replacement for libp2p-identify that only transmits the observed address, while other protocols were supposed to be added for other informations. In practice we stopped at step 1 without completing the idea.
