It's to give a clearer error message when app could not bind a port (Nitro)

Change copy to Port 3928 is currently unavailable. Check for conflicting apps, or access troubleshooting assistance for further support.

(with troubleshooting assistance is blue and by clicking on it, it opens our troubleshooting assistant guide)
