Related to #1681, #1575

Currently, there is no warning when something wrong with a profile data loading.
show a warning

So it would be nice to add a warning to the UI to tell this to a user.
As an option, show banner 'There was an error loading your profile data. Please try again.' on the Profile page.
Remove this banner when

  • a user closes it
  • a user goes to another page
  • profile data is loaded when BE request starts working.
