Add the patch links at: mlflow/mlflow@9b3032a, and mlflow/mlflow@52dd2b3.
The fix PR containing these two patches is: mlflow/mlflow#9700. They all mentioned that they changed the vulnable lines to "only admin create users".
The issue can prove it is at: mlflow/mlflow#9669, which also matches the info in the original bug report: https://huntr.com/bounties/3e64df69-ddc2-463e-9809-d07c24dc1de4.
