Ticket: PEDS-161
This PR removes the support for "Arborist UI" from the portal, which is not relevant to the PCDC use case. In a sense, this PR can be considered as reverting uc-cdis#592 -- with additional refactoring to affected files where relevant. The refactoring effort mostly involves converting class components to function components and adding proper JSDoc comment to components.
This PR also removes
<AccessTable>component that is no longer in use since #41.
