(1.5.x) Fix running CI on release branch

Relates to #10515 and #10514. Minimal version to make the CI run on the 1.5.x branch.

Same as #10579 but for different branch

I don't think we need to fix this for older release branches, because we're planning to release 1.6.0, meaning that there won't be anymore patch releases for 1.5.x

we only add commits that need to be backported for a given release to .x branches and since we're not really planning another patch release, we don't need to update anything here. I'll go ahead and close the PR
