Pagination and Additional filters for Statistics and Characteristics endpoints

• Add pagination (default but optional - will likely need it for filtering by status or statistic group, might not want it for citation or station)

Allow filtering by:

• Citation
• Status (Add status attribute to statistics for review v. published #76)
• Statistic Group

These should be in addition to or in place of stations, so a user might want all statistics for all stations with a citation or status

Whoops, forgot the "Status" filter depends on #76, which is my recommendation for the 2nd issue. You can skip the Status filter on this one and add it in when you do #76
