Reproduction

Fix two filter text boxes missing aria-label. (a11y 1.1.1)

1. Select a plan with some activities in it.
2. Run WAVE tool. See 2 'mission form labels' errors listed:

After simulation, Fix two filter text boxes missing aria-label. (a11y 1.1.1)

1. Select the Plans page from the Aerie pulldown, where there is at least one plan to run
2. Double click to open up a plan
3. Have some activities in the plan
4. Run 'Simulate' on the plan
5. Run WAVE tool, see two filter text boxes missing aria-label.

@lklyne see WAVE report on contrast issues on the Plans page (basic navigation of, open up one plan and see page):

Note some issues are in the bottom row on the whole window, which tend to get pushed out of view partially when you run WAVE (see bottom of 1st picture)
