The goal of this PR is to make our build.gradle.kts file lighter to simplify working with it.
Around 1k lines were moved to new files in buildSrc, groupped by their purpose: wasm, native, jvm, common.

The SNAPSHOT build was successfull.

I checked the correctness of refaсtoring - it haven't changed the logic.

Also, everything still works on Windows.
