Adds a new UpdateMoneyRequestDescription command in place of the broad EditMoneyRequest command for editing money request comments

Tests

1. Log into an account on New Expensify that is the employee on workspace
2. Navigate to the Workspace chat and press + > Request Money
3. Add an amount and merchant and save the request
4. Click on the details for the request and add a description
5. Edit the description to be another description
6. Confirm in both cases that the description has updated successfully
7. Reload the app and confirm the description is still successfully updated.

• Verify that no errors appear in the JS console

Offline tests

1. Log into an account on New Expensify that is the employee on workspace
2. Navigate to the Workspace chat and press + > Request Money
3. Add an amount and merchant and save the request
4. Click on the details for the request and add a description
5. Go offline
6. Edit the description to be another description
7. Confirm you see the pending description change

8. Go back online and confirm the description change is persisted.
