Update release historical+concentrations configuration

This pull request brings the latest changes from the dev-historical+concentrations into the release branch.

Changes made:

• Update MOM5 diagnostic tables: historical+concentrations #76 update the MOM diagnostics to fix 1D variable bug, and combine scalar outputs.
• Update to access-esm1p5 2024.05.1: historical+concentrations #80 update to the latest executables, so that unused ocean inputs are not needed in the configs.
• 77 update historical atmosphere outputs #81 update atmosphere outputs. Remove unnecessary variables and add useful daily output.
• Historical - Increase jobfs to 1500MB #84 increase the jobfs to avoid crashes.

Had to resolve a merge conflict because I erroneously told @aidanheerdegen to add an 'update the version to 1.0' commit to release-* rather than dev-* which led to a conflict when we updated from '' to 1.1. Merging.
