What's the problem this PR addresses?
Yarn 2+ does not notify developers that they use an incompatible Node version. Which caused a colleague to spend half a day trying to figure out why scripts are not working correctly on their computer.
The corresponding feature request is #1177.
How did you fix it?
Added a plugin to the third-party plugins list which throws an error if a developer uses an incompatible Node version.
