This will be handled in the ATLAS easyblock, such that ATLAS v3.10.1 can be built even when throttling is enabled.

Should the default not be false? ATLAS is useless with throttling enabled?

We want people to be able to build ATLAS, regardless if throttling is enabled or not, just like it was for goalf-1.1.0 (even though that renders the performance of ATLAS a bit disappointing).

The default for ignorethrottling is False in the ATLAS easyblock, and we will need to remove overriding it to True like we do here in the future, but before we do that, I would like to have support for easyconfig patch files (.ebp, see easybuilders/easybuild-framework#544), which will allow people to specify site-specific customizations to the easyconfigs we ship.
