Fetch snipppets on App init, app dock icon on load

Description

• On App initialize, fetch all Snippets content.
• On window initialize check if App dock icon is present, if so make it visible.

• Instead of fetching snippets content on Snippets view, fetch snippets content on initialize of App.

Purpose

What is the purpose of this task?

• This would optimize re-rendering of components in Snippets sections. Previously on each snippet set it was re-rendering the whole list.
