This PR consolidates most build functionality in the
docker/build/*.shscripts, adds a step to the GitHub build workflow to build a deb package, and moves required files to thedebiandirectory at the root of the repo.Compiled deb packages have been installed successfully on Ubuntu 20.04 and 22.04, and on both
x86_64andaarch64architectures.
