Adds fix to the pipenv check

Changes:
1. Fixes `pipenv check` with ignore flag, closes #438
2. Fixes badge, closes #441
3. Upgrades `postgres` to the latest `9.6` version, closes #445
4. Changes `.env.tempalte` message, closes #436
5. Adds `PIPENV_DOTENV_LOCATION`, closes #434
