Granicus scraper.
Can also follow agenda links to parse the exact time from the meeting.
Does not parse location from the agenda. Could not find a good enough regular expression.

I think it might be worth refactoring this into a template and test template as is done with the legistar scraper, then adding all your jurisdictions the way we usually do.

We can talk about whether or not adding the start_urls to this scraper is a better idea on Monday.
