Content-Security-Policy: trusted-types foo* bar will allow for creating multiple policies, even with duplicate names, that start with foo (including foo itself). At the same time, bar can only be created once.

This unblocks a use case, in which a given dependency (e.g. a library) creating a policy name is present multiple times in a document, due to various reasons (e.g. it's a transitive dependency of multiple components). This allows such documents to allow many policy names, wiuth duplicated names coexist, while still enforcing uniqueness of other policy names.

trusted-types * still has the same behavior of allowing any policy name, including a duplicated one.
