This seems to happen when a test has been previously marked as having undesirable behaviors, and the 'Other' option may have been clicked. When the test is marked as not having conflicts in the future, the 'Other' option is still being checked in the background and causes the evaluation to mark the result as still having undesirable behaviors.

A quick way around this currently is to edit a conflicting testers' results (this could be due to 1 or more testers' results), mark the conflicting test as having undesirable behaviors again, select any other undesirable behavior, submit the result, edit it again, select whether there are any undesirable behaviors or not and submit again.
