control-service: add tag Properties #132

In Swagger UI there is section "data-jobs-properties-controller" which
we'd like to hide. It's hidden by setting tag "Data Job Properties" -
same tag as one defined in api.yaml

Testing Done: started locally (from IntelliJ) the Control Service and
checked the swagger on localhost:8092/swagger-ui.html
