We're following the [Keep a Changelog](https://keepachangelog.com/en/1.0.0/) conventions anyways, so the name makes more sense.

Since we mostly follow the Keep a Changelog convention it makes sense
for us to rename this file. We also have other repos
(e.g
cargo-contract) which useCHANGELOG.md.We'll need to look around our other repos (e.g ink-docs) and change the references there
as well.
