add lose commit Traditional Chinese locale file

I am so sorry that I forgot to commit loadLocale.ts in the last Traditional Chinese pull request, because there was a problem with my development environment at that time, husky would fail and I couldn't submit it correctly. After correct fix the problem, I forgot to add loadLocale.ts resulting in missing files.

I'm really sorry about my negligence.
