Description
I noticed PR #13936 introduced some breaking changes, causing the build pipeline to break. This reverts those breaking changes and also updated the
PackageValidationBaselineVersionto 11.0.0 (stable version), so theCompatibilitySuppressions.xmlcan be removed (the presence of these files would indicate breaking changes, so we only want to introduce them on new major versions).
