Description

The FIP2 products, output by HRRR, are mandatory operational products, which the UPP can now generate for RRFS. This uses a library called "libIFI" which is available to all users on Acorn. The ufs-weather-model has no regression tests for libIFI.

Solution

Add IFI output fields to the GRIB2 files produced by ufs-weather-model and add a regression test to generate those fields on targets where it is supported. The fields should be filled with missing values on all platforms and tests except the special ifi tests on Acorn.
