The binary output option (output_binary=.true.) is no longer used. In the FV3 era, the 'oro' files are now tiled NetCDF format. Remove this option.

Also, the reduced grid option can be removed. That was used for the old spectral GFS gaussian grid. A reduced grid was one with a reduced number of points in the 'i' direction as the north and south poles were approved. This information is saved in arrays "NUMI" and "lonsperlat".
