Allow "-" characters in DB name

A "-" has been used in a DB name without issues for a while here.

At the moment the command gen3 db setup orthanc-s3 in kube-setup-dicom throws the error gen3_db_setup illegal service name: orthanc-s3. With this fix, the existing kube-setup-dicom script works.
