There doesn't seem to be any benefit to the TODO page standing on its own when we need a section dedicated to it in documentation.rst anyway. This commit moves the todolist directive into documentation.rst and removes documentation-todo.rst to remedy this.

GitHub recommends having a CONTRIBUTING document at the root of your repository, so now we have one!
I've taken the liberty to make the style guide a little more rigid and verbose. I've also removed the requirement to update translations in each PR. That step often wasn't getting done and it's a bit of a large ask for brand new contributors.
