rules_haskell now ships with a `ghc.BUILD` file, which should be used
as the content of the `BUILD` file for any repository rule that wraps
GHC. The `ghc.BUILD` file correctly handles Darwin dynamic libraries,
which are named `*.dylib` instead of `.so`.

It turns out they're generated automatically by GHC since version 8.0,
as long as we pass the right package name and version.  That's now possible
as of #246.  (So bump `rules_haskell` accordingly.)

Also add network back since the new `rules_haskell` handles `cc_library` `defines` attributes better.
