SSDP Responder v1.6

• Fix #1: CVE-2019-14323
• Refactor socket handling, enable SO_REUSEADDR + SO_REUSEPORT
• Change default behavior, must now use -n to run in foreground
• Add ssdp-scan tool, similar to mdns-scan
• Add systemd unit file
• Initial Debian/Ubuntu packaging
