Description

This enables the ability to add user-defined operations in a Newton solve between the linear solve and solution update, and after the solution update.

Motivation and Context

A user of NOX requires the ability to inject code at these points in a Newton solve.

How Has This Been Tested?

Tested on shiller with gcc and intel modules. Single failing NOX test with intel compilers, but this is a known and unrelated issue (#2247).
