Tpetra: Throw in Map ctor when unrecognized TPETRA_-prefixed environment variables are set

Since large swaths of Tpetra are usable without calling Tpetra::initialize(), Behavior::reject_unrecognized_env_vars() may not be called. In preparation of calling this in various other primary entry points, make it only do something the first time so as not to add overhead.
Many users do not call Tpetra::initialize(), so let's check the environment whenever a map is created. Behavior::reject_unrecognized_env_vars() only does anything the first time it is called, so using it unguarded in Map ctor is okay.
