tokio: add support for signals up to SIGRTMAX #4555

The POSIX standard not only supports "reliable signals", but also "real-time signals". This commit adds support for the latter. Fixes: #4554

Not sure why the BSD equivalent isn't present in libc, probably because no one has needed it or bothered to contribute the change upstream... Given that we're currently missing support for real-time signals on all platforms, I'd be okay with adding support for Linux systems now and keeping the BSDs cfg'd to the current value. We can open a separate follow up issue to add support in the future |
