pebble: customizations to make debugging on PebbleOS possible

PebbleOS uses a customized FreeRTOS flavor, so it's not possible to use
vanilla OpenOCD FreeRTOS plugin to debug it. This patch, forward-ported
from the pebble/openocd fork, should make it possible.

Just build and use OpenOCD as usual.
