Allow custom failure patterns in dmesg in test plan

Similar to #2786 it would be helpful to have ability to pass dmesg failure patterns on the test plan level.

There are test plans that include tests from multiple repos and it would be helpful to have a single way to pass failure patterns to all the tests within the plan.
note: same test could be utilized by multiple teams and each team may have different needs for failure patterns.
note2: list of patterns could include 30 entries

For implementation, it could be a section in test plan directly, could be TMT's environmental variable to pass location of the file with failure patterns or any other suitable way to pass a list of patterns.
