The
stellar/anchor-tests:v0.6.14image uses the0.6.13npm package. According to GitHub Copilot, this is a consequence of Docker's caching mechanism and can be fixed by installing the latest version of the npm package first.Since the npm package has already been published, this PR also allows the
npm publishstep to continue on error so we can rerun the job temporarily. This part will be reverted after the0.6.14image is fixed.
