Cleanup validationwarning

The only valid values for cal_step attributes are SKIPPED and COMPLETE (see this example in the corresponding schema).

This PR updates 2 places where an invalid value is set and adds a warning filter to turn the ValidationWarnings these assignments were creating into errors.
