Store NIRISS sourcefind regression test catalog in rtdata

This PR stores the regression test output catalog from test_niriss_sourcefind.test_tweakreg_catalog_starfinder_alternatives into the rtdata module, such that the files can be stored in the results directories and be used to okify the truth files when appropriate.

Tasks
