JP-2928: Update regression test data for miscellaneous NIRSpec modes

Partially addresses JP-2928

Update test data for a few assorted NIRSpec tests:

• Move the test for the group_scale step from test_nirspec_subarray to test_nirspec_irs2_detector1.

  • There is no in-flight subarray data currently in the archive that requires a non-trivial group scaling, but the irs2 uncal file already in artifactory does, so I just added an explicit check on the group_scale product for that test.

• Update the tests for NIRSpec error conditions in test_nirspec_exceptions:

  • The check for missing MSA files now uses MOS data already in artifactory
  • The check for no data on NRS2 uses a new IFU nrs2 file from PID 1128, obs 9 with an M grating, which never has data on NRS2.

• Update the data for test_nirspec_image2 to a run on in-flight data with EXP_TYPE=NRS_CONFIRM.

  • Data is from PID 3290, obs 1

• Update the data for test_nirspec_verify to use a verify-only TA image with EXP_TYPE=NRS_IMAGE.

  • This test was intended to run on data with EXP_TYPE=NRS_VERIFY, but there is no data of that type in the archive currently: data intended to be marked NRS_VERIFY has had NRS_IMAGE instead up to now.
  • Data is from PID 1970, obs 2, which the NIRSpec team confirms was a verify-only TA image.

• request a review from someone specific, to avoid making the maintainers review every PR
• add a build milestone, i.e. Build 11.3 (use the latest build if not sure)
• Does this PR change user-facing code / API? (if not, label with no-changelog-entry-needed)
  • write news fragment(s) in changes/: echo "changed something" > changes/<PR#>.<changetype>.rst (see below for change types)
  • update or add relevant tests
  • update relevant docstrings and / or docs/ page
  • start a regression test and include a link to the running job (click here for instructions)
    • Do truth files need to be updated ("okified")?
      • after the reviewer has approved these changes, run okify_regtests to update the truth files
• if a JIRA ticket exists, make sure it is resolved properly
