JP-3305: Clean up bad mosaic associations #8843

Resolves JP-3305

This PR addresses an issue left behind after merging #8798 - that PR generates the correct associations from the MOSAIC association candidates, but left the bad associations as additional output. Those associations are duplicates of associations generated for observation candidates, but are not caught by the duplication checker in operations due to how the association generator is called (using a single candidate argument, i.e. -i c1000). The simple fix is to include mosaic in the list of association candidate types that require multiple observations.

  • add a build milestone, i.e. Build 11.3 (use the latest build if not sure)
