About the PR

Adds a new upgrade machine, the turbo charger. This lil charger can charge both power cells and weapons. It also charges 5x faster because why the hell not.

Strips out the machine upgrade code.

Why / Balance

Part of machine upgrade rework. This is also a little charger buff becaues it previously was pretty undertuned (only a 50% increase per tier? really?)

Breaking changes

Removes BaseChargeRate from ChargerComponent.
