Description
Moves the page rating to the top of the right sidebar so that it is more prominent.
Motivation and Context
Discussions w/Anthony and Iryna re: lack of ratings received in first few weeks. Crazyegg snapshots indicate most docs visitors never scroll to the bottom of the page and probably never see the rating option.
