In Scylla 6.0 auth is managed by raft which creates the same problems for auth as for schema.
In the thread of scylladb/scylladb#18750 it was decided that Scylla side support for auth backup/restore will be added only in Scylla 6.1 and SM should integrate with implemented solutions.
Unfortunatelly, it means that we will have planned regression for Scylla 6.0 - restoring system auth won't be possible.
